The Low Income Taxpayer Clinic (LITC) at Legal Aid of Arkansas strives to ensure the fairness and integrity of the tax system for taxpayers who are low income or speak English as a second language (ESL).

How?

  • By providing pro bono representation on their behalf in tax disputes with the IRS;
  • by educating them about their rights and responsibilities as taxpayers;
  • and by identifiying and advocating for issues that impact low income taxpayers.

The LITC regularly represents taxpayers in their dispute of tax liabilities with the IRS. We assisted clients in avoiding over $1 million in federal tax in 2015. We assist clients with the examination of their tax returns. We arrange collection alternatives for taxpayers who cannot fully pay their tax bills. We also handle tax levy actions. In 2015, we secured refunds for clients who could not handle the process with the IRS on their own.

The LITC represents taxpayers in US Tax Court in Little Rock, Arkansas. We prepare delinquent and amended tax returns for clients with tax controversies. We have prevailed in innocent spouse, Earned Income Tax Credit, and examination cases, amongst others.

The LITC does not prepare current year income tax returns. We encourage the use of Volunteer Income Tax Assistance centers. VITA centers provide free, quality income tax preparation by trained and certified volunteers. At the LITC we  counsel clients in choosing qualified and honest tax-return preparation services.

Our educational programs include counseling Arkansans in common income tax topics including:

  • The Affordable Care Act,
  • Earned Income Tax Credits,
  • Dependents,
  • Taxable income,
  • Record keeping, and
  • Cancellation of debt income.

The LITC has a Marshallese-speaking staff member and a Spanish-speaking staff member.
